Graduated by the Law School of the Federal University of Rio de Janeiro (UFRJ), he works in the area of Insurance, Reinsurance, Corporate Law and Civil Liability since the beginning of his professional career. He has held positions in the legal department of large insurance companies, as well by the main public sector entities, such as SUSEP (Superintendência de Seguros Privados – the Federal Insurance Commissioner) and IRB (the Brazilian Reinsurance Institute). From March 1983 to April 1987, he lived in Germany, where he carried out research on Insurance Law at the University of Hamburg and at the Max Planck Institut for Private Law. He was a professor at the National School of Private Insurance, at the Cândido Mendes University and at the Institute of Management and Administration of the Catholic University PUC-Rio. He served as President of the Brazilian Chapter of AIDA from 2001 to 2003. He received in 2003 the Medal of the Order of Judiciary Merit from the Court of Justice of the State of Rio de Janeiro, on the degree of Commendator.

He wrote several articles on insurance and reinsurance law, published in specialized magazines and books, in Brazil and other countries. He is the author of a book about insurance regulation (“A fiscalização de seguros privados na CEE e no Brasil: um estudo comparativo. Rio de Janeiro, FUNENSEG, 1992, 304 pages) and of a monography called “Einfuhrung in die Privatversicherung in Brasilien” (Introduction on Private Insurance in Brazil” – published by the Zeitschrift fur Verischerungswesen, (Hefte 10, 11, 12 und 13, 1986).
Pellon speaks Portuguese as his native language, as well as has proficiency in English, German and Spanish.
